I'd boot from the "system restore" disc that came with your Mac or from the OS X installation disc, whichever is newer, by holding down the "C" key while booting with that disc in the optical drive. The fact that Disk Utility can't load it makes me think that there something very wrong with the file structure of Disk Utility and/or your entire boot drive. There's one in each of the directories Disk Utility.app/Contents/Resources/*.lproj.
